Regional partners to be asked to contribute towards new La Ronge daycare

The Town of La Ronge will support a new daycare facility with 90 childcare spots in the way of offering land below market value, covering costs for sewer and water connections, as well as a five-year municipal tax abatement.

The decision to do so was made at a regular council meeting on Tuesday. The new facility, which could be built at 910 Boardman Street, is a project initiated by Zak’s Building Group (ZBG) out of Hague. The single-storey development would be 7,000 square feet, be operated under a non-profit organization based in Saskatoon, and be open to residents of the region.

ZBG’s offer of $1,000 for 910 Boardman Street was accepted by town council.

“The offer is $31,400 less than the Saskatchewan Assessment Management Agency’s assessed value and the sale would be made without public offering,” a document prepared by administration noted.

“The property is primarily serviced, but will require site preparations given it is forested and affected by soils that will have to be removed and replaced with suitable construction fill. ZBG has requested the town’s assistance with getting sewer and water services to the property line at an estimated cost of $15,000.”

Administration stated the positives of accepting the proposal would be that it supports economic and residential strategic priorities of council. It also fosters relations with a company that has been in constant communication with the municipality and has participated in the town’s initiatives to deal with its needs and attract development opportunities.

Council didn’t bring up any issues in regards to ZBG’s offer, but there were concerns about the need for regional partners to contribute to the $46,400 being given in development subsidies. Coun. Viviana Ruiz Arcand said she believes there should be some kind of contribution.

“Are we able to put a clause in there that will give priority to Town of La Ronge residents before those other seats are advertised for other communities since the Town of La Ronge will be undertaking the establishment of this daycare in terms of supporting the curb stop and providing a tax abatement?” she asked.

Administration advised the best route forward would be to ask for a voluntary contribution from Air Ronge, the Lac La Ronge Indian Band and residents in the Northern Administration District. Council did move in that direction and passed a motion to invite regional partners to share in the development subsidy cost.
