Man who kidnapped girl from Prince Albert playground to live in Regina after release

RCMP and the Regina Police have issued an alert that Jared Charles, the man convicted of kidnapping an eight-year-old girl from a playground in Prince Albert and sexually assaulting her will live in Regina upon his release

Charles, a member of the Lac La Ronge Indian Band, will be released on March 18 after serving his entire sentence.

Police said the information is being released because Charles is at a high risk to re-offend but the public is being warned to not embark on any vigilantism.

He is now 27 years old, stands about six-feet tall and weighs 180 pounds with a medium build.

Charles was sentenced to eight years and 90 days after pleading guilty to kidnapping the child on July 4, 2017.

He took her from the playground to an abandoned house east of the city, sexually assaulted her then left her there.

The girl then walked about seven kilometres through the forest to find help. At the time, Charles was on probation for a previous assault on a minor.

When he was sentenced, he already had served some time so his incarceration following that day was 6.5 years.

As part of the sentence, Charles was to receive treatment as a sexual offender from a Saskatoon-based psychiatrist who is an expert on the affects of FASD, a condition Charles suffers from.

The bulletin from police advising that Charles would be living in Regina said he completed programming to address his risk factors but they do not believe it was adequately received. Charles has indicated that he is unable or unwilling to abide by conditions and that he is at a high risk to reoffend sexually.

As part of his release, Charles must live in an approved residence, have no contact or communication with anyone under 16 unless he is supervised by an approved person.

He is not allowed in public parks, swimming areas or any place people under the age of 16 would be expected to be, such as a school or daycare.

He is not allowed to use computers to communicate with children under 16 and cannot contact prior victims.

He is also banned from using or alcohol or non-prescribed drugs and has a firearm ban.
