Next council meeting focused on housing; kennel cough closes town pound

There are several agenda items for the upcoming regular council meeting on Monday that residents of La Ronge may take interest in.

One is a development fee review as part of the municipality’s Housing Action Plan. In regards to the $1.1 million federal contribution agreement to encourage housing construction, the town must undertake various initiatives, which includes a review of development fees with a focus on affordable housing projects.

There are three types of fees typically charged by municipalities related to developments including development levies, building permits, and development permits. Administration surveyed seven Saskatchewan municipalities of a similar size to the Town of La Ronge to compare approaches to these fees and assist council in the review.

Further housing supports could include the implementation of several policies such as a universal building permit fee exemption, affordable housing building permit fee exemption, affordable housing cash incentives, ad hoc affordable housing building permit fee exemptions, and an affordable housing tax abatement.

A public hearing will also be held in regards to several bylaws which will effectively amend or revise the zoning bylaw or the Town of La Ronge Official Community Plan.

“At its meeting on Feb.10, council gave first reading to Bylaws 715 and 716, and on Feb. 24, gave first reading to Bylaw 717. Council directed administration to proceed with the public notification process and to make arrangements to conduct a public hearing with respect to these three bylaws,” a document prepared by administration states.

“At the time of preparing this report, no enquiries or submissions have been received from the public with respect to Bylaws 715, 716 & 717.”

Town council will also be discussing its SaskLotteries and Northern Sport Culture & Recreation District Community Grant application, the Transit Assistance for People with Disabilities (TAPD) Grant Program, and a Saskatchewan Health Authority Handivan Agreement.

Municipal animal pound temporarily closed

La Ronge residents should also be aware the animal pound is temporarily closed due to a case of kennel cough that has infected some of the dogs currently in the facility. Kennel cough, also called canine infectious respiratory disease, is a common upper respiratory infection in dogs which is highly contagious and readily spreads from dog to dog.

Reports of dog concerns will still be investigated and followed up, but with an active case of kennel cough in the pound, Northern Animal Rescue is unable to bring in new animals until at least March 28. Animal concerns can be reported to the animal control officer at 1-306-420-6450 or the bylaw officer at 1-306-425-3803.
