Council slams brakes for new cannabis outlet

Apr 28, 2026 | 1:41 PM

The majority of town council voted not to allow a development permit application for a new cannabis outlet to move forward.

Administration had recommended council to initiate the public notification and consultation process, but that idea was rejected by councillors Karli Carr, Robert Pacey, Bruce Skilliter and Viviana Ruiz Arcand. Mayor Joe Hordsyki, along with councillors Abby Besharah and Melissa McNeil voted for the process to proceed.

The applicant, Into The Weeds Cannabis, was planning to establish a cannabis dispensary at the current location of Penny’s Hair Design and FiliBeans. They had already entered into a conditional sales agreement with the property owner.

“If it were any other retail establishment, I would very much support it because I recognize we are inviting business to the community and I appreciate the interest, however, we already have two cannabis outlets on La Ronge Avenue,” explained Ruiz Arcand.

“My question to my fellow council members is do we really want a third one considering some of the social issues we have in the community related to drug use? And, that’s what really concerns me, so I will not be supporting this initiative this evening.”

Carr, Pacey and Skilliter voiced similar concerns and weren’t in favour of a third location.

McNeil noted she wanted to continue the process because there are two other cannabis business in town which have already received permits in the past.

“Our opinion is that we might not think it is the best thing for the community, but I think we need to use caution when we decide what business can and can’t be here, and where do we draw the line,” she said.

Hordyski added he’s a strong supporter of competition and he believes the community should have the opportunity to be consulted on the matter.

“I don’t think it is up for us to decide in the sense it is only there; it doesn’t mean if you have another business … you’re going to have a whole bunch more product out there,” he said.
