Council approves Parks Bylaw amendment, new recreation agreement with NMS

Town council approved an amendment to the Parks Bylaw to regulate where homeless individuals can set up tents.  

The amendment allows for unhoused people to take up temporary shelter in certain park areas that would be described as natural areas or informal parks. In addition, it includes provisions for temporary sheltering setbacks in relation to other temporary shelters, trails, roads, highways, schools and daycares, and private properties. 

There was very little discussion on the matter and it quickly passed all three readings.  

The move comes after council discussed the creation of homeless campground within the municipality with a goal to manage where homeless people set up encampments. During that process, council hosted a public forum and released a survey, which both drew overwhelming opposition against the plan.   

Council also quickly approved a new recreation agreement with Northern Municipal Services. The agreement includes payments of $62,000 and $64,000 for 2026 and 2027, which represents an increase of 2.5 per cent annually.   

This agreement is intended to offer financial support to the town’s Community Services Department toward maintenance and operations of municipal parks, trails, recreation centre, programming and related services in recognition of the benefits of those services and amenities to district residents. 

Two community grant requests were also approved by council, including Art in the Park with $3,400 to support a June 6 event and the La Ronge Elks Club with $2,800 to help with enhanced security at their July fair. The Elks request also included $2,100 of in-kind support towards general preparations for the event. 

With those two grants taken into consideration, council has earmarked approximately $16,300 out of the $42,000 they award annually.
