Draft land use plan opened for review for LLRIB members

The Lac La Ronge Indian Band (LLRIB) Land Use Plan is ready for members to review it and provide any feedback before a ratification vote expected this fall.  

The purpose of the plan is to provide certainty for planning and development of LLRIB reserve lands, which is similar to official community plans adopted by municipalities. The plan will also provide guidance for band council to make effective decision making related to land use, as well as provide policy direction related to key areas such as housing, agriculture, economic development, and environmental protection.  

“We started our land code process back in about 2016-2017 and the land code was ratified in 2019 by LLRIB membership and essentially that gave us the opportunity to opt out over 40 land-based sections of the Indian Act. That meant full jurisdiction and control of our reserve lands instead of having Indigenous Services Canada have that control,” explained Lands Manager Ty Roberts. 

“When we opted out of those provisions in the Indian Act … we had to come up with our own rules and laws to govern the land. It all started back then, but then there was funding from the Lands Advisory Board that kind of oversees land code nations available for land use planning. We applied for that funding for 2021 and we began community consultation and leadership consultation in 2022.” 

The draft plan, which can be viewed online here, is described as a living, working document. Roberts noted it will be reviewed at least once every five years, but added changes can be made more frequently than that.  

“Having the first iteration of this land use plan means our membership needs to be fully involved and they need to say ‘yes’ for it to be passed, so this land use plan is literally just a draft right now,” he said. 

“We are opening it up for feedback, questions and comments and we welcome every band member to stop into one of our offices … or visit our website or Facebook page to review this document and give us their honest remarks. If there are changes that need to be made between now and when we actually have the vote, then we can implement those changes and take it through the proper processes at the band.”
