Council to decide on Parks Bylaw amendment, recreation agreement

La Ronge council could make a decision at a regular council meeting on Monday to amend the Parks Bylaw to allow for unhoused people to take up temporary shelter in certain park areas that would be described as natural areas or informal parks. 

The move comes after council discussed the creation of homeless campground within the municipality with a goal to manage where homeless people set up encampments. During that process, council hosted a public forum and released a survey, which both drew overwhelming opposition against the plan. 

Information from administration shows the online survey yielded 56 responses, of which 23 supported the proposal but expressed concern with the proposed area or preference for another area, 22 did not support taking any action on the matter, and 11 supported the proposal. 

In addition, approximately 40 people attended the public forum. Feedback ranged, but the primary concern was for security issues within the community and at any outdoor shelter site. 

“At the April 27 council meeting, the council did not approve proceeding with any proposal designating a specific site for sheltering in green spaces,” a document prepared by administration states. 

“Instead, council directed administration to draft a Parks Bylaw amendment that permitted sheltering in some green spaces, subject to various setbacks and related considerations to mitigate conflict with the general public.” 

The bylaw includes provisions for temporary sheltering setbacks in relation to other temporary shelters, trails, roads, highways, schools and daycares, and private properties. 

Also at Monday’s meeting, council is expected to make decision regarding a recreation agreement with Northern Municipal Services, as well as two community grant requests from Art in the Park and the La Ronge Elks Club.  

The previous recreation agreement between the town and Northern Municipal Services spanned 2024 and 2025 and was funded in the amount of $59,000 and $61,000, respectively. The proposed agreement includes payments of $62,000 and $64,000 for 2026 and 2027, which represents an increase of 2.5 per cent annually. 

In addition, Art in the Park is requesting $3,400 to support a June 6 event, while the La Ronge Elks Club is requesting financial support of $2,800 of financial support to help with enhanced security at their July fair, as well as $2,100 of in-kind support towards general preparations of the event. The club has already asked Air Ronge council for a $5,000 grant to help pay for security, but no decision has been made as that council requested financial documents before they do so.
