HARP also found there are a number of curb stops, or underwater control valves, that are bent and need to be fixed so they can operate properly when required. 

The administration responded to this issue by stating mapping, lowering, and repairing curb stops is an ongoing process and will be completed as time allows around the many essential other duties that public works completes. 

HARP noted there is significant deterioration of the pavement in many areas of the community and while some areas are ok, there is a lot of areas that have significant alligator cracking. They recommended a strategic paving upgrade program should be implemented as soon as possible to prevent further damage. 

“Council and staff are assessing the full scope of the village’s paving requirements and expect to address priority areas within upcoming budget planning,” the email stated. 

The report also recommends the village should start planning for improved draining in the Village. It notes the community uses extensive surface draining and that soil and debris buildup in ditches and culverts is extensive. The project will likely include culvert jetting, replacements, ‘shooting in’ and sloping ditches, and soil removal. 

The village has already secured a consultant who is currently upgrading the 2013 drainage plan. Staff have reviewed it and completed field assessments, and the engineering firm is expected to be conducting preliminary onsite surveying this summer. 

Finally, HARP found communication was an issue expressed by multiple parties during the onsite visit. They recommend a structured communication plan should be developed so administration is aware of day-to-day activities, while allowing field staff to get work done.  

The village responded by noting a communication plan is already in place moving to daily in-person meetings, with additional electronic connection and follow up.
