LLRIB expects cows and plows negotiations to start this summer

The Lac La Ronge Indian Band (LLRIB) is expecting to begin in-person accelerated discussions with the federal government to resolve its agricultural benefits claim, also known as cows and plows, this summer.

That’s according to an update released to band membership earlier this month. It states since accelerated negotiations are just starting, it is difficult to predict a precise timeline for the settlement of the claim. However, it is the band’s aspiration that a settlement will be reached soon.

“If LLRIB and Canada agree on a compensation amount, a ratification vote will take place,” the update notes.

“That means LLRIB members will decide whether to accept the proposed compensation. Before this vote, community information meetings will be held to clarify the proposed settlement and answer any member questions.”

Cows and plows refers to a commitment under Treaty 6 negotiated with Queen Victoria in 1876. It is a commitment to assist First Nations in transitioning from a hunting-centric lifestyle to one more aligned with Euro-Canadian agriculture or livestock raising.

In 2021, the LLRIB received partial validation for its claim, but as the federal government only agreed to negotiate part of it, the band escalated the matter to the federal court.

“LLRIB will provide necessary updates to members as negotiations proceed,” the update states.

“Additionally, it’s expected that further community meetings will be held in the fall of 2023 for legal counsel to provide direct updates to the membership.”
